Against this backdrop, World Vision UK is leading the DAWAM (Driving Action for Wellbeing to Avert Mortality) project, working alongside four international (INGOs) and three national NGOs (NNGOs), to bring life-saving support to vulnerable communities across seven provinces. Together, DAWAM partners are tackling illness, mortality and malnutrition through health, nutrition, clean water and sanitation interventions.

OBJECTIVES AND IMPACT

EQUITABLE PARTNERSHIPS
DAWAM is forging a path towards more equitable partnerships that are improving outcomes for communities. World Vision’s partnership approach is not simply about operations but is itself an investment in long-term change. Within the DAWAM structure, each international NGO is paired with a national NGO: World Vision Afghanistan with Agency for Assistance and Development of Afghanistan (AADA), ActionAid with Afghanistan Women’s Education Centre (AWEC), and Action Against Hunger (AAH) with Nai Qala Association (NQA). BBC Media Action provides technical and financial support to local radio stations in DAWAM areas to support them to produce their own programmes in local languages. Local partners lead implementation in their regions, and shape strategy.
Each Afghan NGO receives 10% overhead funding to build operational resilience - an often overlooked but critical element of sustainable development. Every organisation has an equal voice on the Steering Committee and one vote on each decision; the donor is present at the meetings, providing a platform to directly hear from and share perspectives with international donors. ActionAid monitors progress on localisation, while World Vision offers flexible capacity-building grants that allow partners to strengthen their systems, train staff, and lead their own capacity strengthening initiatives.
